Dear Mr Phillips
I have been passed your recent enquiry dated the 23rd April 2015 to the County Council regarding your concerns over the parking situation on Midland Way, Barlborough.
I have visited the above location and have driven past as part of my observations in respect of your enquiry and have not witnessed a high degree of on-street parking taking place, however that is not to say it doesn’t occur on an occasional basis. It was evident during my observations it did appear that the car parking facilities at some of the various business units were close to capacity. I did notice that employees of the businesses near to the junction do appear to park in the large car park off Unit 2 and walk across the road into Unit 1 as Unit 1 car park was full. It was noticeable that previous signs within the site depict a percentage of Units have been Let, and would assume that if this increases considerably, you may experience a significant demand in parking within the car parks.
If this is the case it would point to an inadequate provision of parking at the planning stage of development for the Industrial Estate if this is the case. In respect of the County Council promoting waiting restrictions such as double yellow lines we would need strong justification to promote such measures. In essence they would not be provided to protect and/or enhance a private access I am afraid as this is something which we as the Highway Authority don’t have a duty or requirement to provide.
If we were in a position to provide waiting restrictions on Midland Way, the demand for parking due to the inadequacies of the off-road provision would remain the same and could potentially lead to relocation of parking onto other adjoining roads such as Slayley View Road, Oxcroft Way and High Hazels Road. In light of such circumstances the authority would have great difficulty in the face of the inevitable objections it would receive to justify such prohibitive measures when we have received no other reported problems with regard to access and from a safety perspective there have been no reported personal injury collisions in the last five years.
I am sorry but we are not in a position to pursue such restrictions, however if you do experience physical obstruction due to the presence of parked vehicles you will need to contact the Police via their non-emergency telephone number of 101 to report the incident and for them to take appropriate action.
